The Department of Human Resource Management and Development is headed by the Director and has three (3) Divisions namely, Human Resource Management, Human Resource Development and Human Resource Planning

To develop Human Resource strategies, policies, procedures, standards and practices.

To provide effective Human Resource Management by developing and implementing policies, programs and services that contribute to the attainment of corporate and employee goals.

To be the most creative, effective Human Resource personnel in the civil service.
FUNCTIONS OF THE DEPARTMENT OF HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT
- To manage recruitment and selection of the right Human Resources at the right time in the right place.
- To develop Human Resource strategies, policies, procedures, standards and practices.
- To coordinate Performance Management and Appraisal Systems and Processes.
- To undertake Human Resource Management Information System (HRMIS) including provision of relevant information, updating and processing data for decision making.
- To promote employee welfare and coordinate welfare programmes.
- To manage payroll (staff salaries and benefits).
- To guide, interpret and advise management and staff on all matters of Human Resource Management, Training and Development.
- Handling disciplinary cases in the Ministry
