THE STRUCTURE FOR THE DEPARTMENT OF POLICY AND PLANNING
The Department of Policy and Planning as a guiding department to MoWS management has 2 divisions namely;
- Programme Preparation and Policy Development
- Monitoring and Evaluation, ICT & Statistics
The Programme Preparation and Policy Development division will have 2 sections, thus Programme & policy development and budgeting, whereas the Monitoring and Evaluation division consists of 3 sections, thus M & E, ICT and Statistics.
Each of the divisions have staff establishments with specific strategic objectives, job descriptions/ duties in line with the departments and Ministry’s vision, mission and mandate.
The posts for Programme Preparation and Policy Development, budgeting and Monitoring & Evaluation sections are filled by personnel from the Economic Common Service, the Statistics section posts are filled by personnel from Statistics Common Service, while the Information and Communication Technology section posts are filled by personnel from E-Government Common Service.

- Programme Preparation and Policy Development (PP&PD) Division
Programme & Policy Development Section
It is responsible for developing programmes, projects, and policies in line with government and international development agenda such as MW2063 and MIP-I, Public Sector Investment Programme (PSIP), Sustainable Development Goals etc.
Budget Development Section
The section is responsible for coordinating preparation of Annual Workplans and Budgets as well as coordination of all institutions and stakeholders in WASH sector.
- Monitoring and Evaluation, ICT & Statistics Division
Monitoring & Evaluation Section
It is responsible for development of Annual Workplans done in collaboration with PPD, monitoring and evaluating all programmes and projects in the WASH sector in collaboration with all technical departments in the Ministry. In addition, it is responsible for the compilation of all reports required by the Ministry’s management (and other stakeholders) and carrying out socio-economic surveys in collaboration with the Statistics & ICT divisions and other technical departments in the Ministry.
Statistics Section
It is responsible for generating and maintaining statistics/data for the WASH sector and provide support in designing, conducting and analyzing socio-economic surveys carried out by the DoPP, technical departments and other stakeholders.
Information and Communication Technology Section
It is mandated to guide and provide information and communication technology services to the whole Ministry, including procurement and management of ICT infrastructure and software packages.
